RE : ENQUIRY INTO THE RUNNING AND RIDING OF “SUSSEX PRIDE” IN RACE NO.98 - THE TIGER TOPS PLATE (DIV-II)  – RUN ON THURSDAY, 5th JANUARY, 2017:

The Stipendiary Stewards reported that they had questioned Trainer Subhag Singh and Jockey Shrikant Kamble in the above connection. Tr. Subhag Singh said that Jockey Shrikant Kamble knows the horse well as he had ridden it earlier. He said that he had instructed the Jockey to take a good jump and save him in the early part so as to get the best out of him, which he has done. Further, he was skeptical about the distance as he felt that the colt may need a slightly longer distance.  He added that on this day he had entered the horse in a 1200 metres race also, however, since this race was being divided, he accepted to race him here. When asked about his observation of the race, Trainer Subhag Singh said that an extra furlong would have made the difference.

Jockey Shrikant Kamble said that he had ridden the horse earlier and knew the horse. He said that he was instructed to take a good jump and settle the horse as he takes time to get into stride and thereafter to do his best. To another question, he said that he was a freelancer and works for Mr. Subhag Singh, Mr. Narendra Lagad, Mr. Bezan Chenoy and Mr. C. Rajendra but he mainly rides for Owner, Mr. Ketan R. Mehta. On being asked about his riding efforts, he said that he had done his best.

The video recording of the race was viewed and it was pointed out to Trainer Subhag Singh that Jockey Shrikant Kamble lacked in his riding efforts. Trainer Subhag Singh concurred with the Stipendiary Stewards view.

Having heard the submissions made and having viewed the video of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey Shrikant Kamble and suspended his Jockey’s license w.e.f. 4th February, 2017 to 18th February, 2017 (both days inclusive) for unsatisfactory riding and Trainer Subhag Singh was cautioned that failing to report his dissatisfaction, if any, could be construed as tacit approval.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “DIBABA” IN RACE NO.99 - THE BLUE HORIZON PLATE – RUN ON THURSDAY, 5th JANUARY, 2017:

The Stipendiary Stewards reported that they had questioned Trainer Sanjay Kolse and Jockey S. J. Sunil in the above connection. The video of the race was viewed and when questioned, Trainer Sanjay Kolse said that the filly lacks initial speed, as such, he had instructed the Jockey to sit in 5th/6th position and to ride her out in the straight. Also, he had asked the Jockey not to punish the filly if she was not in the winning line. He said that after the race the Jockey had informed him that the filly was breathing a bit heavy therefore he had not reported the matter to the Stipes and had instructed the Jamadar to keep a close watch on the filly and subsequently on reaching the stable the filly was examined and thereafter scoped by the Club’s Vet and it was found that she had EIPH Gr.II. To another question, Tr. Sanjay Kolse said that he was upset with the Jockey since he felt that he could have been stronger and ridden out more vigorously in the straight.

Jockey S. J. Sunil confirmed the instructions and said that the filly had jumped out awkwardly and thereafter he was inconvenienced by PETRONIUS (S, Zervan) and then again in the straight KOOKABURRA (T. S. Jodha) had cut across and inconvenienced him. When asked as to why he had failed to report the incidents after the race, Jockey S. J. Sunil said that he had reported it to the Trainer. He added that the filly had coughed after the race.

Having heard the submissions made and having viewed the video of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey S. J. Sunil and suspended his Jockey’s license w.e.f. 4th February, 2017 to 18th February, 2017 (both days inclusive) for unsatisfactory riding and Trainer Sanjay Kolse has been cautioned for failing to report the matter to the Stipendiary Stewards, especially when he was not satisfied with the Jockey’s riding and also for not giving sufficiently clear instructions to the Jockey.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “MIZILLA GOLD ” IN RACE NO.107 - THE INDIAN AIR FORCE TROPHY – RUN ON FRIDAY, 6TH JANUARY, 2017:

The Stipendiary Stewards reported that on being questioned immediately after the race on 6th January, 2017, Jockey Akshay Gakwad stated that the Trainer had instructed him not to use the whip on his mount.

Trainer Altaf Hussain and Jockey Akshay Gaikwad were subsequently questioned on 10th January, 2017. Trainer Altaf Hussain said that his instructions to the Jockey were to sit in 3rd /4th position and to do his best. He clarified that he had not given the Jockey any specific instructions in this race with regard to the use of whip, however, he always advised him not to be whip happy. When again asked, he reiterated that he had not asked Jockey Akshay Gaikwad not to use the whip. When asked whether he was satisfied with the riding efforts, Trainer Altaf Hussain said that the mare was beaten on the final stride and also considering the caliber of the jockey and that he was recently given permission to carry the whip in races, he was satisfied with his riding.

Jockey Akshay Gaikwad confirmed the instructions. On being asked as to why he had not used the whip, he said that due to his close proximity to the other horse, he was hesitant to use the whip. It was pointed out to Jockey Akshay Gaikwad that when he was questioned immediately after the race he had given a different explanation as to why he had not used the whip. To another question, he said that he had ridden 10 winners in his career.

Having heard the submissions made and having viewed the video of the race and considering the close verdict, the Stipendiary Stewards gave Jockey Akshay Gaikwad the benefit of doubt for unsatisfactory riding. However, they were not satisfied with the explanation tendered by him as they felt that more vigorous riding could have made the difference to the result of the race and held him guilty of incompetent riding and for giving misleading evidence in the enquiry. Therefore, they decided to suspend his Jockey’s license w.e.f. 4th February, 2017 to 12th February, 2017 (both days inclusive i.e. Two Race Days for incompetent riding and One Race Day for given misleading evidence).

1.             INCENTIO last ran in Pune on 29th July, 2016 and thereafter did not run until 29th December, 2016 i.e. 5 months later as the owner was on the unpaid forfeit list due to non payment of dues;

2.             The horse was subsequently auctioned by the Club in early December, 2016 for recovery of dues and was bought by the present owners for Rs.10,000/-;

3.             The horse ran in Race No.83 on 29th December, 2016 within ten days of being auctioned, in open Class-II for horses rated 60 to 86 where he carried 51.5 kg. and finished 7th in a field of 9 runners;

The horse who finished third, BULLION EXPRESS, had finished seventh, about 11 ¼ lengths behind the winner in its previous run and the fourth horse, WIND CRAFT, had received interference in this race. The favourite, PHOENIX KNIGHT hung in due to which the rider was unable to ride out properly and SHANIA lost ground at the start.

5.             INCENTIO was now aged 8 years and he was at long odds in both the races.

Having considered the submissions made and viewing the video of both the races, the Stipendiary Stewards decided:-
