RE : ENQUIRY OPENED INTO THE RUNNING AND RIDING OF “ARTUS” (P.S.CHOUHAN, DR.5) IN RACE NO.138 – THE RHYTHM TROPHY (DIV.II) (1600 METRES) RUN ON 21ST JANUARY, 2018 IN VIEW OF THE HORSE HAVING WON IN RACE NO.148 - THE KINGFISHER ULTRA MAX MILLION (1800 METRES) - RUN ON 3RD FEBRUARY :

The Stipendiary Stewards reported that an enquiry was initiated into the running and riding of ARTUS in Race No.138 run on 21st January, 2018 and on viewing the past races of ARTUS during the course of the enquiry, it was observed that there was a change in the running pattern of the filly and hence the same was also enquired into.

Trainer Nosher Cama and Jockey P.S.Chouhan were questioned in the above connection. Trainer Nosher Cama explained that in her last start at Pune in Race No.135 over 2000 metres, they had fancied the filly very strong, however, in that race the filly raced from a forward position and ran a poor race and after that race they decided to race her from behind. The video recording of Race No.135 was viewed.

Trainer Nosher Cama said that after shifting to Mumbai, in her first run during the current Mumbai Meeting i.e. Race No.80 over 1600 metres, the filly ran unplaced. The video recording of Race No.80 was viewed and Jockey P.S.Chouhan said that in this race the filly was very erratic and had bumped 2/3 horses in the race. The Trainer concurred with the Jockey and added that the filly was racing after a long gap and when she was asked for an effort she had nothing to offer.

Trainer Nosher Cama said that in her second run during the Mumbai Meeting i.e. Race No.138 run on 21st January, 2018 which was over 1600 metres, he instructed Jockey P.S.Chouhan to ride a waiting race and to do his best. The video recording of Race No.138 was viewed and to a specific question, Trainer Nosher Cama reiterated that in this race he had instructed the Jockey to ride a waiting race, however, going by this race, on hindsight he felt that it was a wrong decision since the filly got going only in the last 200 metres to finish fourth. Therefore, they decided to step up her distance and ran her over 1800 metres  in Race No.148. On being pointed out that going by this logic, the Jockey should have ridden the filly in a similar manner in Race No.148, Trainer Nosher Cama responded saying that the filly only galloped when she had open space.

The video recording of Race No.148 was viewed. Trainer Nosher Cama stated that the filly had never run better than fourth placing in her career and he has tried everything to make her win. He opined that 1600 metres was a bit too sharp for her and in both the previous starts during the current Mumbai Meeting over 1600 metres, the filly has done almost the same thing. On being questioned regarding the change in the pattern of running, Trainer Nosher Cama said that they tried different tactics i.e. sitting well up as well as sitting off the pace but it had not worked to their liking.

Jockey P.S.Chouhan said that in her last run, the filly settled well as compared to her previous starts but when she was asked for an effort, she did not improve and stayed there and there, hence he suggested to the Trainer to allow her to go to the front on her own, Trainer Nosher Cama said that they had tried sending her to the front in Race No.135 in Pune with Jockey S.Zervan but she had failed to perform so he felt that that the filly is not maturing.

To a specific question with regard to the betting trend, wherein she was at Even Money, 5/4 and 14/10 in her previous start in Race No.138 despite being a maiden and ran below expectation and subsequently won in Race No.148 at 9/2 - 5/1 with a change in the running pattern, Trainer Nosher Cama stated that he has no control over the betting as it was not in his purview.  He added that in the previous run, he was worried that the filly was at 9/10 the night before the race and felt that she did not deserve to be at that price.

On being questioned, Jockey P.S.Chouhan said that ARTUS was a funny kind of a filly as she gallops different at different times and felt that she was very immature. He added that in Pune he had kept trying to go to the front and had to use her, however, in the race which she won, she was drawn on the outside and yet he did not have to use her to come to that position and passed the other horses easily. He said that in the final stages of the race, she was there and there only.

Having heard Trainer Nosher Cama and Jockey P.S.Chouhan and having viewed the video recording of all the races concerned, the Stipendiary Stewards were not satisfied with the explanation tendered by the Trainer and Jockey and reported the matter to the Stewards as they felt that in the previous race i.e. Race No.138 the horse was not ridden to its true form when it was a favourite and subsequently within 14 days the horse came out and won. Also, there was a common horse, GNOSTIC EYES who had finished 2 ½ lengths ahead of ARTUS in Race No.138 and in Race No.148 ARTUS has beaten GNOSTIC EYES by 7 ¼ lengths.

The Stewards of the Club at their meeting held on 8th March, 2018 interviewed Trainer Nosher Cama and Jockey P.S.Chouhan in the above connection and having heard them and having viewed the video recording of both the races, i.e. Race Nos.138 and148 as also the horse’s two previous runs i.e. Race No.80 run during the current Mumbai Meeting and Race No.135 run during the Pune Meeting 2017 and having deliberated the matter, decided that no action was called for in the matter.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “HUDSON” (P.S.CHOUHAN, DR.7) IN RACE NO.176 – THE SECRET ROMEO PLATE (DIV.I)  (1200 METRES) - RUN ON 15TH FEBRUARY, 2018 WHICH THE FILLY WON AS COMPARED TO HER PREVIOUS RUN IN RACE NO.136 – THE TRICUMDAS DWARKADAS TROPHY (1200 METRES) (P.S.CHOUHAN, DR.5) RUN ON 21ST JANUARY,  2018 WHERE SHE WAS UNPLACED :

The Stipendiary Stewards reported that they had questioned Trainer M.Narredu in the above connection. He said that the filly was ridden by Jockey P.S.Chouhan in both the races and he had instructed the Jockey to ride his own race. He said that in the previous start, i.e. Race No.136 the filly ran in Class-IV whereas she won subsequently in Race No.176 in Class-V in a weaker set of horses. Correlating the timings clocked by the filly in both the races, Trainer M.Narredu pointed out that in Race No.136 the filly had clocked 1 Min 12.843 seconds and when she won in Race No.176 she clocked more or less similar timing of 1 Min. 12.119 seconds which indicates that it was not much of an improvement. When asked to explain the change in the running pattern, Trainer M.Narredu said that  in Race No.176 the filly got a chance to sit well up but in her previous start in Race No.136, it was a big field and she raced from mid field and came from the shortest way.

Jockey P.S.Chouhan was questioned on 7th March, 2018. He confirmed the instructions and added that although the Trainer had told him in Race No.136 to sit in the mid bunch and to do his best, however, he had also asked him to ride his own race. Also, in Race No.136, turning for home when he asked for an effort, the horse stayed on but did not improve.

Although Trainer M.Narredu has explained the timings of both the races and the fact that the horse was available at similar odds on both the races, the gap between the two races was 24 days, there was no common horse, the horse won in a lower class and the instructions were similar in both the races i.e. to ride his own race, however, the Stipendiary Stewards would like to highlight that on going through the Work Log Book after the Trainer left, it was observed that there was a variation in the work pattern i.e. prior to Race No.136 the horse was given pace work two days prior to the race as compared to the winning race, i.e.176, he was given pace work 8 days prior to the race.  It is also observed that there was a drastic variation in the weight of the horse in his first run in Race No.56 the horse weighed 439 kg., in his second run he weighed 443 kg. and in the winning race, he weighed 418 kg. Further, in Race No.136 the horse had finished approximately 11 ½ lengths behind the winner and the pattern of running was different in both the races. As such, the matter was reported to the Stewards for such action as they deem fit.

The Stewards of the Club at their meeting held on 8th March, 2018 interviewed Trainer M.Narredu in the above connection and having heard him and having viewed the video recording of both the races, the Stewards were not satisfied with the explanation tendered by Trainer M.Narredu with regard to the variation in the work pattern as also the drastic variation in the weight of the filly wherein it was noted that in her first run during the current Mumbai Meeting i.e. in Race No.56 the filly weighed 439 kg.; in her next run in Race No.136 she weighed 443 kg. and in the winning race she weighed 418 kg. Further, it was noted that the filly had finished approximately 11 ½ lengths behind the winner in Race No.136 and in the next race came out and won easily. The pattern of running was also different.  Therefore, taking an overall view, the Stewards decided to fine him a sum of Rs.20,000/-.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “KRAMER” (P.S.CHOUHAN, DR.1) IN RACE NO.172 – THE SIR CHARLES FORBES TROPHY (1200 METRES) - RUN ON 15TH FEBRUARY, 2018 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.72 – THE SHANTIDAS ASKURAN TROPHY (1000 METRES) (P.S.CHOUHAN, DR.1) RUN ON 22ND DECEMBER, 2017 WHERE HE WAS UNPLACED :

The Stipendiary Stewards reported that they had questioned Trainer M.Narredu in the above connection. He said that the horse was ridden by Jockey P.S.Chouhan in both the races and he did not give any specific instructions to the Jockey. In Race No.72 run on 22nd December, 2017 the horse ran over 1000 metres where he had finished fifth, a length ahead of GOD’S OWN, who finished 6th. He said that during the Pune Meeting 2017 GOD’S OWN had beaten KRAMER but prior to that KRAMER beat GOD’S OWN during the last Mumbai Meeting and the verdict between these two horses was more or less the same. He said that the horse ran again in Race No.172 over 1200 metres after a long gap and he had improved on his last run. Also, the race went in his favour since he went to the front and got the rails. He said that KRAMER was not a very sound horse and has tendon issues for which he was treated long time back. He said that the horse worked mostly on the treadmill in the month of January, 2018 and was in regular swimming. In addition, the horse had a couple of grass gallops, however, he had come back sound after both the races.

On scrutinizing the Work Log Book, it was confirmed that KRAMER had worked mostly only on the treadmill during the month of January, 2018.

Having heard the submissions made and having viewed the video recording of both the races, the explanation tendered by Trainer M.Narredu has been noted and the enquiry was closed.

RE:  MOCK RACE BAN OF BAY FILLY EPIPHANY

The starter reported that bf EPIPHANY was accepted to race on Sunday, 25th March 2017 in The Mystical Trophy, the starting stall remark of the filly was “Blindfold riderless”. Accordingly, attempts were made to stall the filly but she backed out after every attempt and the moment the rings were applied on the filly she tried to lash out. Considering the fractious behaviour of the said filly and the fact that the rest of the horses were stalled and were waiting to be dispatched, the filly was withdrawn before coming under the Starter’s order. Subsequently, the Trainer was asked to show the filly in a Mock Race to the satisfaction of the Starter before next accepting to race.

After going through the video footage from the hand held camera behind the starting gate, it was observed that the handlers were hesitating to put the rings on the filly which resulted in the filly backing out from its stall. The said video footage was shown to the handlers and they were questioned as to why they were reluctant in applying the rings on the filly. They stated that the filly was showing signs of lashing out and they felt that if the rings were applied she might get upset and would start lashing out so they tried to guide the filly.

Once again the said video was shown to the handlers and they were made to understand that in the first attempt of stalling the filly, if the rings were applied and proper support was given, she wouldn’t have had a chance to misbehave and this situation would not have risen. Accordingly, the handlers were reprimanded and were informed that in future no negligence in handling of horses will be accepted.

In view of the above, the Mock Race ban on the filly has been waived off. Further, the said filly was shown to the Starter at morning starting trials on Monday, 5th March 2016 where the starting stall remark of the filly was changed to “Blindfold Riderless backed in”.
