ADDITIONAL REPORTS :

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “JEENA” (S. J. SUNIL, DR.6) IN RACE NO.130 – THE MAGIC TOUCH PLATE (DIV.I) (1400 METRES) - RUN ON 18th JANUARY, 2018 WHICH THE MARE WON AS COMPARED TO HER PREVIOUS RUN IN RACE NO.111 – THE PERCEIVED VALUE PLATE (1600 METRES) (S. J. SUNIL, DR.7) RUN ON 11th JANUARY, 2018 WHERE SHE WAS UNPLACED :

The Stipendiary Stewards reported that they had questioned Trainer Nirad Karanjawala in the above connection. He said that firstly, TOWERING STORM was withdrawn in this race. Further, in Race No.111 JEENA ran in a Class-IV race over 1600 metres whereas in Race No.130 she won in Class-V run over 1400 metres.

The video recording of Race No.130 as also the mare’s previous race i.e. Race No.111 were viewed.

To a question, Trainer Nirad Karanjawala admitted that he was aware of the Rule/Calendar Notification “Re : Comparative performance of horses winning in a short span of time” as also the Penalty for “Improved Performance within a short span of time” and he accepted his mistake in racing the mare in 7 days time. He said that JEENA was due to be retired to Stud and this was her last run. To another question, he said that there was no change in the work pattern of the mare.

Having heard the submissions made and having viewed the video recording of both the races, the Stipendiary Stewards were not satisfied with the explanation tendered by Trainer Nirad Karanjawala for the following reasons :-

1)            Trainer Nirad Karanjawala has admitted that he was aware of the Calendar Notification “Re : Comparative performance of horses winning in a short span of time” as also the Penalty for “Improved Performance within a short span of time”;

2)            In Race No.111 run on 11th January, 2018 JEENA was at 25/1 whereas in Race No.130 which she won, she was at 7/1 and 8/1;

3)            In Race No.111 JEENA had finished 11 lengths behind and come out and won in Race No.130 in 7 days time.

In view of the above and considering that Trainer Nirad Karanjawala was fined a sum of Rs.50,000/- for a similar offence two years ago, the matter was reported to the Stewards for such action as they deem fit.

The Stewards of the Club at their meeting held on Wednesday, 31st January, 2018 interviewed Trainer Nirad Karanjawala in the above connection and having heard him and having viewed the video recording of both the races, were not satisfied with the explanation tendered by him and held him guilty of breach of the Calendar Notification regarding improved performance of horses in a short span of time. The Stewards also noted that in the previous race i.e. Race No.111 JEENA was at 25/1 whereas in Race No.130 which she won, she was at 7/1 and 8/1. Therefore, the Stewards of the Club decided to fine him a sum of Rs.20,000/- and to severely caution him for the future.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “TAR HEEL” (APP. RAGHUVEER SINGH, DR.1) IN RACE NO.130 – THE MAGIC TOUCH PLATE (DIV.I) (1400 METRES) - RUN ON 18th JANUARY, 2018:

The Stipendiary Stewards reported that they had questioned Trainer Imtiaz A. Sait and Apprentice Raghuveer Singh in the above connection. Trainer Imtiaz A. Sait said that he was very reluctant to declare App. Raghuveer Singh on TAR HEEL since he is a big horse, however, the boy kept asking for the ride and since he could not get another Jockey, he declared him and gave him a chance. He said that the horse was drawn-1 and his instructions to App. Raghuveer Singh were to take a good jump and get a good position, 4th/5th/6th, hold his position, let him come into stride, improve from the 4 furlong and to do his best in the straight. Tr. Imtiaz A. Sait added that he had specifically told Apprentice Raghuveer Singh that since he was drawn-1, he was bound to get room and to do his best.

Apprentice Raghuveer Singh said that he was instructed to take good jump, not to hurry and also not to go out, sit in a good position, improve from the 4 furlongs, come from the inside and to do his best.

The video recording of the race was viewed and when asked for his observation, Trainer Imtiaz A. Sait said that he was very disappointed as Apprentice Raghuveer Singh had not positioned the horse, in that, he jumped out and was in 5th/6th position but thereafter dropped back to the last position. He said that after the race, App. Raghuveer Singh told him that he got a check and dropped back and coming into the straight he persevered with his mount but did not get room. Trainer Imtiaz A. Sait said that he felt he only had to beat GALTERO and had fancied the horse in Place and the Owners had a good bet in Place. He felt that if App. Raghuveer Singh was in a better position, he may have run much closer. He said that this boy was capable of riding much better.

The video recording of Race No.130, including the back view, was viewed and it was observed that App. Raghuveer Singh had sufficient space to ride out, however, his effort was very feeble and there was no effort to improve in the straight.

Thereafter, the video recording of Race No.91 where Apprentice Raghuveer Singh won on HIDDEN SOUL was viewed.

When asked about his riding efforts on TAR HEEL, Apprentice Raghuveer Singh said that he had done his best.

Having heard the submissions made and having viewed the video recording of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Apprentice Raghuveer Singh for the following reasons :-

a)            He made no effort to hold his position as instructed;

b)            He was very feeble in his riding efforts in the straight;

c)             Trainer Imtiaz A. Sait was disappointed with the riding;

d)            The Owners had called and complained that they were not satisfied with the riding;

e)            There was a drift in odds on TAR HEEL.

In view of the above, the Stipendiary Stewards decided to suspend App. Raghuveer Singh’s license for Four Race Days i.e. 15th February, 2018 to 25th February, 2018 (both days inclusive) for injudicious riding (permitted to ride work/mock race).
