ADDITIONAL REPORTS :

RE: ENQUIRY INTO THE RIDING OF APPRENTICE RAGHUVEER SINGH ON “DIVINE POWER” IN RACE NO.148 – THE VINAYAK TROPHY (DIV.II) RUN ON 14TH OCTOBER, 2018 :

Immediately after the race the Owner and Trainer had lodged a verbal complaint that they were not satisfied with the riding of Apprentice Raghuveer Singh on DIVINE POWER.

The Stipendiary Stewards reported that they had questioned Trainer Altaf Hussain and Apprentice Raghuveer Singh on 20th October, 2018 in the above connection. Trainer Altaf Hussain said that he had instructed the Jockey to take a good jump and sit in 2nd/3rd/4th position and if he gets a chance to go to the front then he may do so and to do his best.

App.Raghuveer Singh said that he was instructed to sit in 2nd/3rd/4th position and if he gets a chance to go to the front then no problem. He said that he was also told to keep the whip in his left hand and to canter the horse in the last one furlong whilst proceeding to the start. When asked whether the trainer had given him any instructions regarding the use of the whip, App.Raghuveer Singh said that he was only told to keep the whip in the left hand and nothing else.

Trainer Altaf Hussain said that he gave the instructions to App.Raghuveer Singh in the presence of the owner to use the whip to the maximum permissible limit. He said that the horse was keen after the start but the Jockey held the horse back in the first 3 furlongs and did not sit well up as instructed and also he has not used the whip freely in the straight and he was not satisfied with the riding.  He said that on being questioned after the race, App.Raghuveer Singh said that the horse put his ears back and was not galloping in the race.

Apprentice Raghuveer Singh said that coming into the straight he did use the whip twice and thereafter he gathered the horse and used the whip again. He said that soon after the start the  horse stumbled due to which the front horses got a break on him and thereafter all through the race the horse put his ears back and was not galloping.

Trainer Altaf Hussain was told that in future he should be more specific in his instructions, especially to Apprentice Jockeys. To a specific question, Trainer Altaf Hussain said that he had declared App.Vishal N.Bunde to ride DIVINE POWER, however, he reported sick and therefore he had approached the office with a request to declare a good Jockey, however, he was told that the replaced Jockey had to be of a near equal caliber and that only App.Raghuveer Singh was available. Thereafter, he had called up Apprentice Raghuveer Singh at around 10.00 am and asked him to be ready in case he was declared to ride DIVINE POWER. App.Raghuveer Singh confirmed that the trainer had called him up at around 10.00 am and as requested he came to the Jockeys Room at around 11.30 a.m.

The video recording of the previous run of DIVINE POWER, i.e. Race No.94 was viewed.

Although, this was a last minute ride in place of App.Vishal N.Bunde who was indisposed, however, having heard the submissions made and having viewed the video recording of the race in question as also his previous race, the Stipendiary Stewards felt that Apprentice Raghuveer Singh had not followed the Trainer’s instructions, in that he was specifically instructed take a good jump and sit in 2nd/3rd/4th position and if he gets a chance to go to the front then he may do so, however, he did not sit well up as instructed.  Further, the Owner/Trainer have complained and therefore, the matter was placed before the Stewards for such action as they deem fit.

The Stewards of the Club at their meeting held on Saturday, 8th December, 2018 interviewed Trainer Altaf Hussain  and Apprentice Raghuveer Singh in the above connection and having heard them and having viewed the video recording of the race, the Stewards were not satisfied with the explanation tendered by App.Raghuveer Singh and held him guilty of unsatisfactory riding on his mount DIVINE POWER. In that, he was specifically instructed to take a

good jump and sit in 2nd/3rd/4th position and if he gets a chance to go to the front then he may do so. Despite the stumble at the start, his mount was keen and he had all opportunity to take up his position as instructed, as was evident on the video recording, however, he did not sit well up as instructed thus not following the Trainer’s instructions. Further, on entering the straight he made his move late i.e. after SKYSURFER (Dashrath Singh), the ultimate winner, went ahead and opened a lead and he pulled out his whip late and also the Stewards were unhappy with the pattern in which he used the whip. Further, the Stewards noted that DIVINE POWER was a fancied runner and the Owner/Trainer had expressed their dissatisfaction with the riding.

Therefore, the Stewards decided to suspend his Apprentice Jockey’s license for 8 Race Days i.e. with effect from 23rd December, 2018 to 20th January, 2019 (both days inclusive) for unsatisfactory riding (permitted to ride work/mock race).

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “MERLOT” (A.SANDESH) IN RACE NO.162 – THE GENERAL RAJENDRASINHJI MILLION, RUN ON 27TH OCTOBER, 2018 :

The Stipendiary Stewards reported that they had questioned Trainer Faisal A.Abbas and Jockey A.Sandesh in the above connection. Tr.Faisal A.Abbas said that he had instructed the Jockey to settle the filly in 4th/5th position wherever she is comfortable and coming into the straight to bring her from the outside and do his best. Jockey A.Sandesh confirmed the instructions and added that in her last run, the filly raced from the rear and he felt that was the best way to ride her, however, in this race the filly was a bit keen  after the start and he had to settle her.

The video recording of the race was viewed and when asked for his observation of the race, Trainer Faisal A.Abbas said that the Jockey was nursing the filly, however, he felt that a couple of cracks at the top of the straight would have helped the filly. He said that on being questioned after the race regarding the same, Jockey A.Sandesh informed him that the filly was racing a bit green and she was still to mature and that he had given her a backhander and the filly was giving her best and he did not wish to overdo it as he felt that the filly could not do more than what she was doing.

Jockey A.Sandesh said that he rode the filly as per his instructions and coming into the straight he was niggling the filly as he was sitting behind their danger “INTENSE STYLIST”, however, his filly was a bit green. He agreed that he had pulled out the stick a bit late but he always does the same and he did not use the whip earlier since the filly was racing green.

The video recording of the race was viewed again and to a specific question, Jockey A.Sandesh said that his filly was there and there, she was not extending, but the other two horses INTENSE STYLIST and TRULY EPIC spurted better.

The video recording of the race was viewed again and when asked to explain the race, Trainer Faisal A.Abbas reiterated his views as stated earlier and added that this was only the second run of the filly.

Having heard the submissions made and having viewed the video recording of the race, the Stipendiary Stewards are not satisfied with the explanation tendered by Jockey A.Sandesh and reported him to the Stewards for riding an indifferent/injudicious race.

The Stewards of the Club at their meeting held on Sunday, 9th December, 2018 interviewed Trainer Faisal A.Abbas and Jockey A.Sandesh in the above connection and having considered all the submissions made by them by and having viewed the video of the race in question as also the filly’s previous winning race i.e. Race No.44, the Stewards decided to Jockey A.Sandesh the benefit of the doubt in this case.

RE: ENQUIRY INTO THE RIDING OF JOCKEY A.SANDESH ON “EYES FOR YOU” IN RACE NO.164 – THE GERMAN CHARITY DAY TROPHY (DIV.I) RUN ON 27TH OCTOBER, 2018 :

Jockey A.Sandesh was questioned on 22nd November, 2018 in the above connection. He was informed that trainer Rehanullah Khan is not available for questioning. Would he like the stipes to proceed with the enquiry in respect of EYES FOR YOU in the trainers absence. Jockey A.Sandesh said that he has no problem if the stipes proceed with the enquiry.  He stated that the filly was drawn badly and his instructions were to stay in close attendance to the field, keep the filly covered and not to travel wide. He said that soon after the start he was on the outside and since the field on the inside was also travelling well he switched his mount in to sit on the haunches of DANCE THE DREAM (P.Trevor) and coming into the straight he gave the filly a chance and thereafter when he got into her, the filly responded and then gave up in the final stages of the race. To a specific question, Jockey A.Sandesh said that in the straight his filly came alongside AURORA AUSTRALIS and she stayed there and there, she did not improve. When asked as to why he was not more vigorous in his riding effort especially after the filly came up alongside AURORA AUSTRALIS, Jockey A.Sandesh reiterated that  coming into the straight he gave the filly a chance, balanced her and then rode her out but the filly came alongside AURORA AUSTRALIS and then gave up.

The video recording of the straight was viewed again and it was pointed out to Jockey A.Sandesh that he was lacking in his riding effort. Jockey A.Sandesh said that the filly had given up at that stage. When again asked whether he had ridden an over confident race, Jockey A.Sandesh reiterated that the filly stayed there and there, she did not improve.

Trainer Rehanullah Khan was subsequently questioned on 25th November, 2018 along with jockey A.Sandesh since he was not available for questioning on 22nd November, 2018. He stated that the filly was drawn badly and he did not give any specific instructions to Jockey A.Sandesh and told him to judge the pace and settle the filly as he thought fit and not to use up the filly by travelling wide. He said that after the race when he asked the Jockey,  he said that the filly was a bit shy in taking gaps and also when ANGELS HARMONY shifted out and came on her, the filly was a bit hesitant to pass. To a specific question on the riding of the Jockey in the straight, Tr.Rehanullah Khan said that after the race the Jockey mentioned that he always thought that he would reach the post and he felt that the Jockey had ridden a little overconfident race, however, there was no mala-fide intent. Trainer Rehanullah Khan reiterated that Jockey A.Sandesh had ridden an overconfident race.

Jockey A.Sandesh was asked whether he had anything further to state other than what he has already stated earlier, to which he replied in the negative.

Having heard the submissions made and having viewed the video recording of the race, and even if it was to be considered that jockey A.Sandesh had ridden an over confident race,  the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey A.Sandesh since he was ridding the favourite and should have taken all reasonable measures to ensure that the filly was positioned to her advantage and also should have been more vigorous in his riding effort in the straight and hence reported him to the Stewards for unsatisfactory riding.

The Stewards of the Club at their meeting held on Sunday, 9th December, 2018 interviewed Trainer Rehanullah Khan and Jockey A.Sandesh in the above connection and having considered all the submissions made by them and having viewed the video of the race, the Stewards were not satisfied with the explanation tendered by Jockey A.Sandesh. However, considering that this was only the third run of the filly, the Stewards decided to not charge him for “unsatisfactory riding” and held him guilty of riding an ill-judged race. In that, he was riding a favourite and he did not take reasonable measures to ensure that his mount was positioned to her advantage and on entering the straight he did not time his run. Further,  he also picked up the whip late and was lacking in his riding efforts. Therefore, the Stewards decided to suspend his Jockey’s license for 2 Race Days i.e. with effect from 30th December, 2018 to 3rd January, 2019 (both days inclusive) for riding an ill-judged race (permitted to ride work/mock race).

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “GNOSTIC EYES” (A.SANDESH) IN RACE NO.165 – THE MR GREEDY PLATE,  RUN ON 28TH OCTOBER, 2018 :

Jockey A.Sandesh was questioned on 22nd November, 2018 in the above connection. At the outset he was informed that since Trainer Rehanullah Khan is not available for questioning, would he like the Stipes to proceed with the enquiry in respect of GNOSTIC EYES (Race No.165, in the Trainer’s absence. Jockey A.Sandesh said that he has no problem if the Stipes proceed with the enquiry.

When questioned with regard to his riding on GNOSTIC EYES, Jockey A.Sandesh said that his instructions were to sit in 5th/6th position with the option to sit last as it was a small field and to do his best in the straight.

The video recording of Race No.165 was viewed and to a specific question, Jockey A.Sandesh said that since it was a decent pace, he sat at the back and followed the field and at about 4 furlong marker RETAINED ASSET (S.A.Amit) was inclided outwards as such he waited at that point since the bend at Pune is also quite sharp, and coming into the straight the front horses shifted  out and he made his move from the inside and did his best and finished second. He added that turning for home, the front two horses RETAINED ASSET and BENEVOLENCE were inclined outwards so he felt prudent to make his move from the inside and when he did so his mount was not extending initially so he kept niggling at her. He said that it is apparent on the video recording that eventually the front two horses drifted out. To a specific question, Jockey A.Sandesh  said that it was passing the 800 metres that he realized that RETAINED ASSET (S.A.Amit) was inclined outwards,  When asked that since he was aware that RETAINED ASSET was shifting outwards why did he not make his move from the inside at that stage, Jockey A.Sandesh said that he wanted to keep both his options open so that if the front horses drift out he could make his move from the inside. He added that in the previous outing GNOSTIC EYES raced with PATHAN who had finished ahead so he felt it was better to move from the inside and come home the shortest way. It was pointed out to Jockey A.Sandesh that approaching the 600 metres his mount was keen and had come up on the haunches of the front runner as stated by him, so much so that he had to hold him back, therefore, now to say that the horse was not quickening initially was not acceptable.

Trainer Rehanullah Khan along with Jockey A.Sandesh, was subsequently questioned on 25th November, 2018 since he was not available for questioning on 22nd November, 2018. He stated that in his winning race i.e. Race No.92 this horse had shown good turn of foot and keeping this in mind and expecting him to do the same next time out in Race No.119 , he had instructed the Jockey in the race in question to sit behind, however, the pace in Race No.119 was very slow and the gelding did not like it and ran a poor race. He said that after that race, Jockey A.Sandesh informed him that in his opinion the horse needs a good pace and also he would be better off over a mile, however, he had a different view and felt that it was not the distance but the pace that the horse ran poorly in Race No.119. Therefore, in the race in question, he had told Jockey A.Sandesh to sit wherever he wished but in case the pace is slow then to quicken the horse and sit up. Jockey A.Sandesh confirmed the instructions.

On being asked about his observation of the race, Trainer Rehanullah Khan said that the Jockey should have made his run from the outside instead of shifting in as by doing so he would have shown the horse daylight and also given him clear  galloping ground.

Jockey A.Sandesh was asked whether he had anything further to state to which he replied in the negative.

The video recording of Race No.165 was viewed. Thereafter on being asked about the horse’s positioning in the winning race (Race No.92), Trainer Rehanullah Khan said that in that race the Jockey sat in a box position. He concluded by saying that Trainers don’t need to give specific instructions to top Jockeys. He added that Jockey A.Sandesh may have made a mistake by not pulling the horse out at the 400 metres.

Having heard the submissions made and having viewed the video recording of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey A.Sandesh and reported him to the Stewards for unsatisfactory riding.

The Stewards of the Club at their meeting held on Sunday, 9th December, 2018 interviewed Trainer Rehanullah Khan and Jockey A.Sandesh in the above connection and having considered all the submissions made by them and having viewed the video of the race in question as also the horse’s previous winning race i.e. Race No.92, the Stewards decided to give Jockey A.Sandesh the benefit of the doubt in this case.
