ADDITIONAL REPORTS :

REENQUIRY INTO THE IMPROVED PERFORMANCE OF “FLOWER DUST” IN RACE NO. 250 – THE RAZA ALI PLATE DIV – II RUN ON 25th MARCH, 2018 VIS-À-VIS RACE NO. 189 THE BLURR PLATE RUN ON 23rd FEBRUARY, 2018

The Stipendiary Stewards reported that they had questioned Trainer Mansoor Shah in the above connection. At the outset Trainer Mansoor Shah said that he was as surprised by the mare’s performance as everyone else. He added, though the field was poor he did not think that adding blinkers on the mare would make this much of a difference. To a specific question, Trainer Mansoor Shah stated that he had given the same instructions in this race as well as the previous race i.e. to take a forward position. He informed that he had declared Apprentice Shahrukh Khan the previous time as he was working his horses. To another question, Trainer Shah stated that there was no change in training pattern and that the mare ate and worked well. The only change being the use of blinkers in the race in question.

Trainer Shah’s attention was drawn to the vast difference in odds at which the mare was available in her last start vis-à-vis the race in question. To this, Trainer Shah informed that the mare was not fancied by his connections and that the difference in price could be attributed to the choice of rider as off late Apprentice H. Zeeshan is doing well.

Not being satisfied with the explanation tendered by Trainer Mansoor Shah, the matter was reported to the Stewards for such action as deemed fit.

The Stewards of the Club at their meeting held on 15th April, 2018 interviewed Tainer Mansoor Shah in the above connection and having heard him, having viewed the video recording of both the races and having deliberated the matter, the Stewards were not satisfied with the explanation tendered by Trainer Mansoor Shah for the improved performance of his charge FLOWER DUST in the above race for the following reasons:-

a)       The pattern of running in both the races was different;

b)       FLOWER DUST was in the betting in Race No.250 which it won whereas in the previous race i.e. Race No.189 the mare was at long odds and there were zero bets recorded;

c)       In the previous race the mare finished almost a distance behind the winner running a dismal race while in the race in question she won comfortably by 8 lengths;

d)       Trainer Mansoor Shah admitted before the Stewards that although there was a change of equipment i.e. the mare sported Blinkers for the first time in Race No.250, it could not make such a vast difference to her performance and he had no other explanation to offer except to say that he was surprised with the manner of victory.

e)       Further, on going through the work logs it was observed that the mare was put through a 6 furlong spurt three days prior to its winning race, which was not observed prior to any of its previous races.

f)         The Stewards noted his past record.

Taking an overall view, the Stewards of the Club decided to fine Trainer Mansoor Shah a sum of Rs.1,00,000/- for the improved performance of his charge FLOWER DUST in Race No.250 which the mare won as compared to her previous run in Race No.189 where she was unplaced and he was warned that a strict watch will be kept on the future running of all his horses.

Further, keeping in mind Trainer Mansoor Shah’s poor racing record, he was informed by the Stewards that any offence in the future that is detrimental to the image and integrity of the sport of horse racing, will have a direct bearing on the status of his license.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “ROYAL MEWS” (G. AMIT) IN RACE NO.255 – THE KAZAKH PLATE  - RUN ON 30th MARCH, 2018:

The Stipendiary Stewards reported that they had questioned Trainer Faisal A. Abbas on 5th April, 2018 in the above connection. He said that he had instructed Jockey G. Amit to jump and sit in 4th/5th or even 6th position and coming into the straight to show the horse bit of daylight and ride his own race and do his best. To a question, he said that the Jockey had lost the race at the start itself.

Jockey G. Amit confirmed the instructions and said that the horse was moving around in the gates and jumped out awkwardly.

The video recording of the start of the race was viewed in the presence of both the Jockey and Trainer and it was pointed out that the Jockey had held the horse’s head to the left thereby not allowing the horse to take a level jump. Trainer Faisal A. Abbas concurred with the Stipendiary Steward’s view and Jockey G. Amit maintained his statement.

Jockey G. Amit once again appeared before the Stipendiary Stewards on his own accord on 6th April, 2018 along with Jockey S. Zervan and they were informed that whilst there was no drift in the odds, however, they need to view the starting gate camera for the start of this race.

The video recording of the start of Race No.255 (Gate Camera) was viewed in the presence of Jockey G. Amit and Jockey S. Zervan and it was pointed out to Jockey S. Zervan that Jockey G. Amit had held the horse’s head to the left thereby not allowing the horse to take a level jump, thus not allowing the horse to run on its merits. Jockey G. Amit was informed that this was a very serious enquiry and it was good that he had consulted a senior Jockey like Mr. S. Zervan.

Having heard the submissions made and having viewed the video recording of the start of the race (Starting Gate camera), the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey G. Amit and reported him to the Stewards for such action as deemed fit.

The Stewards of the Club at their meeting held on 15th April, 2018 interviewed Tainer Faisal A. Abbas and Jockey G. Amit in the above connection. Having heard the submissions made by them, having viewed the video recording of the start of the race (Starting Gate camera) as also two previous races of ROYAL MEWS i.e. Race No.243 run during the current Mumbai Meeting and Race No.118 run during the Pune Meeting and having deliberated the matter, the Stewards of the Club were not entirely satisfied with the explanation tendered by Jockey G. Amit. However, keeping in mind that the mare was slowly out in the past and there was no drift in the odds in the race in question, the Stewards decided to give him the benefit of the doubt in this case. However, he was warned for the future.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “HUDSON” (H.ZEESHAN) IN RACE NO.263 – THE REGAL EQUITY PLATE  - RUN ON 1st APRIL, 2018 :

The Stipendiary Stewards reported that immediately after the race, Trainer M. Narredu had complained that he was not satisfied with the riding of App. H. Zeeshan on HUDSON in Race No.263.

Trainer M. Narredu and App. H. Zeeshan who was accompanied by his Master, Tr. Shazaan Shah, were questioned on 5th April, 2018 in the above connection.

The video recording of Race No.263 was viewed and when questioned, Trainer M. Narredu said that he had instructed App. H. Zeeshan to be quick at the jump and sit well up in 1st, 2nd or 3rd position and to do his best and not to get caught. When asked about his observation of the race, Trainer M. Narredu said that after jump out the Jockey sat for the first 2/3 strides when he could have gone much earlier in the first furlong and been in a better position and all the way he kept him three horses off the rails thus showing him daylight and thereafter went wide in the straight.

App. H. Zeeshan stated that the instructions were to sit in 2nd/3rd/4th position and to do the best and not 1st/2nd/3rd as stated by Trainer M. Narredu.

The video recording of Race No.263 was viewed again. Pointing to the video recording, Trainer M. Narredu said that he would have been happy if the Jockey had taken a quick jump and he reiterated that in the first furlong, the Jockey was just sitting in the first 2/3 strides and he came wide and made no efforts to come closer to the rails. Trainer M. Narredu said that he took exception to the Jockey travelling wide whilst the other horses had already moved in, in the first furlong and in the straight the filly was shifting out despite which the Jockey used the whip in the right hand and lost ground. He said that App. H. Zeeshan was capable of changing his whip and had done so earlier on another horse.

On a request from App. H. Zeeshan and Mr. Shazaan Shah, the video recording of the Race No.263 was viewed again. Mr. Shazaan Shah said that App. H. Zeeshan had explained to him that the filly took a good jump but he did not shift in as he did not want to cut across the horses on his inside since he had been fined recently for shifting in. Keeping this in mind, App. H. Zeeshan gradually came up to the front bunch and sat as instructed and in the straight when he used the whip twice, the filly shifted out, hence he stopped using the whip and started pushing the filly, however, the winner, COLLEGIUM, passed him very fast from the inside whereas his filly was there and there, as such, he did not change his whip hand as he intended to push further since the winner had passed him comfortably and he collected his mount and rode out.

Mr. Shazaan Shah requested to view the race in two parts, i.e. first, to address the Trainer’s complaint as to why the Apprentice travelled wide in the early part. He reiterated that in order to avoid causing interference to the horses on his inside, App. H. Zeeshan came in gradually and it is evident on the video recording that he was sitting well up as instructed. Mr. Shazaan Shah was informed that his explanation has been noted, however, the Stipendiary Stewards have to look at the race as a whole.

At the request of Trainer M. Narredu, the video recording of Race No.261 (FRIBOURG) was viewed. Trainer M. Narredu pointed out that in this race App. H. Zeeshan has changed his whip hand comfortably.

When asked to respond to the above, App. H. Zeeshan said that he changed his whip hand in the above race to prevent the horse from shifting out. He added that in the race in question, since it was the last furlong, he preferred not to waste time in changing his whip hand and rode out hands and heels.

Having heard the submissions made by Trainer M. Narredu and App. H. Zeeshan/his Master, Mr. Shazaan Shah and having viewed the video recording of the race in question as also Race No.261 (where App. H. Zeeshan had comfortably changed his whip hand), the Stipendiary Stewards were not satisfied with the explanation tendered by App. H. Zeeshan and reported him to the Stewards for unsatisfactory riding.

The Stewards of the Club at their meeting held on 15th April, 2018 interviewed Tainer M. Narredu and App. H. Zeeshan and his Spokesman, Mr. Shazaan Shah in the above connection.

The Stewards of the Club heard the submissions made by App. H. Zeeshan/ his Spokesman as also Trainer M. Narredu and viewed the video recording of the race in question as also the horse previous run i.e. Race No.176. The Stewards also viewed the video recording of Race No.262 wherein App. H. Zeeshan was observed to have comfortably changed his whip hand on FRIBOURG. Having deliberated the matter, the Stewards did not accept the explanation tendered by App. H. Zeeshan and held him guilty of unsatisfactory riding on his mount HUDSON in Race No.263. In that, even giving him the benefit of the doubt for his riding in the early part of the race, however, on entering the straight he was racing on the outside and before the first crack of the whip the horse started to shift out despite which he did not change his whip hand and shifted out thereby losing valuable ground at a crucial stage of the race. The Stewards also noted that there was a drift in the odds of the horse on Win as well as Place and he did not finish in the betting. However, keeping in mind that he was an up coming Apprentice and also his clean record, the Stewards of the Club decided:-

a)       Should App. H. Zeeshan apply for an Apprentice Jockey’s license for the Season 2018/19, the same will be granted to him, however, his license shall stand suspended for 4 Race Days i.e. with effect from 20th July, 2018 to 4th August, 2018 (permitted to ride work/mock race).

b)       To impose on him a suspended sentence of 4 Race Days over the next two years i.e. if he was found guilty of a similar offence within the next two years commencing from 5th August, 2018, then the aforesaid suspended sentence of 4 Race Days would immediately come into force and effect and which aforesaid punishment would be in addition to any other punishment which the Stewards may impose on him for any subsequent act of his as regards the aforesaid.

c)       He was cautioned to be more careful in the future.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “EXCELLENT” (A. SANDESH) IN RACE NO.267 – THE BAHRAIN TROPHY  - RUN ON 7th APRIL, 2018 :

The Stipendiary Stewards reported that they had questioned Trainer Dallas Todywalla and Jockey A. Sandesh in the above connection. Trainer Dallas Todywalla said that the instructions were given to Jockey A. Sandesh by the Owner to take a nice jump, give the horse a chance and coming into the straight, give him a hard ride. Jockey A. Sandesh confirmed the instructions.

The video recording of Race No.267 was viewed and when asked for his observation, Trainer Dallas Todywalla said that approaching the 800 metres, Jockey J. Chinoy (GODSWORD) shifted in due to which Jockey A. Sandesh had to check his mount and hence dropped back losing about 6 lengths and he felt that this interference had cost him the race.

Jockey A. Sandesh said that due to the interference he had to check his mount and at the same time the pace picked up due to which he lost considerable ground. To a specific question, he said that being the first run the horse had dropped back due to the interference and thereafter in the straight when he got into the horse, Jockey P. Trevor (RIQUIWIHR) shifted out and his mount shied outwards.

To a specific question, Trainer Dallas Todywalla said that whilst the Jockey had not followed the instructions (regarding the hard ride), but what he did was good for the future of the horse as it was his first run. To the same question, Jockey A. Sandesh said that he had done his best and ridden hard as well keeping in mind it’s a first time runner.

The video recording of Race No.267 (all angles) was viewed again, especially the interference at the 800 metres.

To a question, Trainer Dallas Todywalla said that depending on how the gelding recovers after this run, he may race him on the last race day of the current Mumbai Meeting.

Having heard the submissions made and having viewed the replay of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey A. Sandesh. They held the view that whilst GODSWORD did shift in at about 800 metres, however, he should have held on to his position instead of anticipating the interference and over reacting thereby losing valuable ground. Further, he had not ridden out vigorously enough in the straight as instructed by the Owner to give the gelding a hard ride. However, keeping in mind that this was the first run of the horse, the Stipendiary Stewards decided to only caution him for the future in the abovementioned regard.

REENQUIRY INTO THE RUNNING AND RIDING OF “ARABIAN STORM” IN RACE NO. 243 – THE V. P. KOREGAONKAR PLATE RUN ON 23rd MARCH, 2018 :

The Stipendiary Stewards reported that soon after the race, Trainer Narendra Lagad had expressed his dissatisfaction with the riding of Apprentice N. B. Kuldeep. In that, he felt that the Apprentice had unnecessarily bumped into the rails a couple of times while negotiating the bend.

Trainer Narendra Lagad and Apprentice N. B. Kuldeep were questioned on 6th April, 2018 in the above connection. App. N. B. Kuldeep stated that his instructions were to go to the front and stay off the rails. At which stage, Trainer Lagad pointed out that by “staying off the rails” he meant just off the rails in order to not make contact with the same. The same was confirmed by the Apprentice. To a question, App. N. B. Kuldeep stated that the gelding hung in while negotiating the bend due to which it brushed the rails. Trainer Lagad countered stating that the Apprentice was now changing his version as immediately after the race he had informed him that he had received interference passing 600 metres due to RIDGEWOOD STAR shifting in. App. N. B. Kuldeep explained that it was partly a result of both. However, neither could be borne out from the video recording of the race. Further, Trainer Narendra Lagad pointed out that passing the 200 metre marker, the Apprentice stood up in his saddle for no reason. Apprentice Kuldeep had no plausible explanation for the same.

Having heard the submissions made by the Trainer and Apprentice and having viewed the video recording of the race from various angles and keeping in mind the riding caliber of Apprentice N. B. Kuldeep, he has been referred back to the Apprentice Jockey School to hone his riding skills under the guidance of the Riding Instructor.

 REENQUIRY INTO THE RUNNING AND RIDING OF “DAFFODIL” IN RACE NO. 245 – THE QUASAR TROPHY RUN ON 25th MARCH, 2018

The Stipendiary Stewards reported that they had questioned Trainer P. Shroff in the above connection. Trainer P. Shroff stated that he usually does not give instructions to Jockey A. Sandesh as he works his horses. However, in the paddock the Jockey informed him that he would like to go to the front, to which he had responded stating that the bottom weight horse, “FRIVOLOUS” would likely go to the front. Therefore, it was agreed that the Jockey would settle the filly and ride from there. To a question, Trainer Shroff stated that in his opinion the filly has run a good race and the Jockey has made enough efforts on her. He further explained that in the filly’s immediate previous race she beat “ETERNAL SUNSHINE” by a neck at level weights and in the race in question “ETERNAL SUNSHINE” beat her by ¾ length while receiving 3 kg from her. Further, he felt that the race in question was deliberately run faster in order to run his filly down.

Trainer Shroff’s attention was drawn to the drift in odds of his filly, which was available at 2 ½ in the morning and went up to 4 ¼ at race time. To this, Trainer Shroff stated that he can’t comment on the drift in odds, however, in his opinion the horse to beat in the race was “ETERNAL SUNSHINE”.

Taking into account the above submissions and the fact that the filly has left the centre, the enquiry was closed.

REENQUIRY INTO THE RUNNING AND RIDING OF “GOOD THING” IN RACE NO. 243 – THE V. P. KOREGAONKAR PLATE RUN ON 23rd MARCH, 2018

The Stipendiary Stewards reported that they had questioned Trainer C. Rajendra and Jockey D. A. Naik in the above connection. Trainer C. Rajendra informed that the mare came to him about a month ago from Trainer Hosidar Daji and is a bleeder. Since this was her first run under his charge and because she had bled in her previous race, he had instructed the Jockey to jump, sit wherever she is comfortable (7th/ 8th) and ride his race from there. Further, he also asked the Jockey to be careful and not check her too much as she may choke which could lead to bleeding. Jockey D. A. Naik confirmed the instructions. To a question, Trainer C. Rajendra stated that in his opinion the mare has run a good race as she has run on board after a long gap.

Taking into consideration the above explanation tendered, the Stipendiary Stewards decided to keep the enquiry open and a close watch will be kept on the future running of the mare. Further, Jockey D. A. Naik has been asked to be more vigorous in his efforts and to ride out till the post on all occasions. Trainer C. Rajendra’s attention was drawn to the Calendar notification regarding training of horses on the Race Track and was cautioned.
