Waheed a sum of Rs.25,000/- for gross negligence amounting to cruelty to the animal wherein he had brought his charge DEEP DIVER into the Saddling Enclosure for saddling in the above race and insisted/argued with the Club’s Veterinary Officers that he wished to run the horse despite being fully aware of the injury.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “STALLONE” (C.S.JODHA) IN RACE NO.65 – THE NANA RAGHUNATH TROPHY (1000 METRES) RUN ON 26th AUGUST, 2017 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.30 – THE HURRICANE PLATE (DIV.I) (1200 METRES) RUN ON 6th AUGUST, 2017 WHERE HE WAS RIDDEN BY JOCKEY M.A.ROUSHAN AND RAN UNPLACED :

The Stipendiary Stewards reported that they had questioned Trainer Faisal A. Abbas, Jockey C. S. Jodha and Jockey M. A. Roushan in the above connection. Trainer Faisal A. Abbas said that in Race No.30 it was the first run of the horse on the Pune Track. Further, it was the first run of the horse after being gelded and also he raced with Pacifiers for the first time. He said that in Race No.30 the horse raced with a much better set of horses as compared to Race No.65 and BUNTING who placed fourth in that race subsequently won a race. He added that in Race No.30 the horse weighed 457 kg and when he ran in Race No.65 he was 467 kg and his last work was phenomenal, he had worked like a Class-I horse and was tipped as the third favourite. He said that there were 9 runners in this race out of which 3 were his horses. He said that the race was only between the first three fancied horses but he felt it would be difficult to beat ASCENSION and STUNNER and his horse could only place, however, the other two fancied horses were not as good on that day and his horse won the race.

Jockey M. A. Roushan stated that in Race No.30 he was instructed to take a good jump and sit well up and to do his best.

The video recording of Race No.30 was viewed and on being questioned, Jockey M. A. Roushan said that he sat well up as instructed and coming around the bend he used the whip and asked him for an effort but the horse did not respond, however, he continued riding him out hands and heels and did his best.

Thereafter, the video recording of Race No.65 was viewed and when questioned, Jockey C. S. Jodha said that he was instructed to sit in 3rd/4th position and to do his best and he had followed the instructions.

Having heard the submissions made and having viewed the video recording of both the races, the Stipendiary Stewards were not satisfied with the explanation tendered by Trainer Faisal A. Abbas and keeping in mind that the horse had shown vast improvement within three weeks time; there was a change of Jockey i.e. he was ridden by a better Jockey (C. S. Jodha) in Race No.65 and won well fancied, the Stipendiary Stewards decided to fine him a sum of Rs.30,000/- for contravention of the Calendar Notification Re: Comparative performance of Horses winning within a short span of time”.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “AINRA” (M.AYYAR) IN RACE NO.70 – THE MARIINSKY PLATE (1200 METRES) RUN ON 26th AUGUST, 2017 WHICH THE MARE WON AS COMPARED TO HER PREVIOUS RUN IN RACE NO.36 – THE SNOWSTORM PLATE (DIV.II) (1000 METRES) RUN ON 13th AUGUST, 2017 WHERE SHE WAS RIDDEN BY JOCKEY S.JOSEPH AND RAN UNPLACED :

The Stipendiary Stewards reported that they had questioned Trainer M. K. Jadhav in the above connection. He stated that he gave similar instructions in both the races i.e. to try and go to the front or sit in a well up position. However, in Race No.36 the horse was drawn-14 and took an awkward jump due to which she could not go to the front and also received an interference at the 700 metres which reflects in the Race Day Reports. He said that the filly has run good races whenever she went to the front or was in a forward position, but, maybe she does not have the speed to go to the front in a 1000 metres race. He said that out of the five races the filly has won, four were from draw-1 indicating that she loves the rails and she was drawn-1 in Race No.70 over 1200 metres and was pushed to go to the front and ran well, above his expectations. Further, the soft going on 26th August, 2017 suited her as she has joints. Also, in Race No.36 the filly ran in an open Class IV Handicap Race whereas she won in a restricted race for horses 5-years old and over in Class IV and there was no common horse. He said that he ran the filly in a short span of time in Race No.70 since there was no race for horses 5-years-old and over for more than a month. Also, the filly was due to retire after the current season and he was trying to earn as much stake money as possible before her retirement.

Having heard the submissions made and having viewed the video recording of both the races, the Stipendiary Stewards were not satisfied with the explanation tendered by Trainer M. K. Jadhav. However, keeping in mind that the mare had won unfancied, the Stipendiary Stewards decided to impose on him a fine of Rs.10,000/-.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “OTHELLO” (N.S.PARMAR) IN RACE NO.72 – THE WAR COMMAND PLATE (2400 METRES) RUN ON 27th AUGUST, 2017 :

The Stipendiary Stewards reported that they had questioned Trainer Vishal Gaikwad and Jockey N. S. Parmar in the above connection. Trainer Vishal Gaikwad said that OTHELLO is normally a little restless in the gates and is blindfolded till the end and he had given the horse sufficient gate practice. He said that he had instructed the Jockey to jump out smartly and if the horse was moving smoothly then let him go to the front, however, if the horse gets left at the start, then he should sit in second position and to do his best.  Jockey N.S.Parmar confirmed the instructions and added that the horse played up in the gates and on start one of the runners went to the front and he followed that horse as instructed. He said that OTHELLO is a very difficult horse to ride as he has the habit of stopping as soon as he has a horse next to him and in the race in question he took over the lead from the 400 metres but as soon as he asked him for an effort, he put his ears back and just stopped and also shifted out suddenly on to the horse on his outside.  He said that they were disappointed with this run since they had expected him to run a good race and the only thing on his mind was his habit of stopping as soon as he has a horse next to him.

Trainer Vishal Gaikwad said that OTHELLO behaves erratic in Pune but not so much in Mumbai. In Pune he was a difficult horse to work and does not break into a canter easily i.e. if he sends him 10 furlong canter he does not pick up canter until the 1600 metres, hence he cannot work him much. He said that the horse has taken this race well and he had put him on the threadmill now and will wait for about three weeks to a month and if he comes across a 2000 metres race, he would race him there.

Having heard the submissions made by the Trainer and Jockey and having viewed the video recording of the race, Jockey N. S. Parmar was warned for faulty appreciation of the pace.

RE : ENQUIRY INTO THE POOR PERFORMANCE OF “ALLEGRIA” (BHAWANI SINGH) IN RACE NO.86 – THE GIRONDE PLATE (1400 METRES) RUN ON 2ND SEPTEMBER, 2017 WHERE SHE WAS UNPLACED VIS-À-VIS HER PREVIOUS RUN IN RACE NO.16 – THE BRUNELLO PLATE (1200 METRES) WHEN RIDDEN BY JOCKEY T.S.JODHA) WHERE SHE HAD PLACED THIRD:

The Stipendiary Stewards reported that they had questioned Trainer Zadmal Singh and Jockey Bhawani Singh in the above connection. Trainer Zadmal Singh said that the filly had worked very well and he had instructed the Jockey to sit in 9th/10th position, relax the filly and and then from the four furlongs to start alerting her, come home the shortest way and to do his best. Jockey Bhawani Singh confirmed the instructions and added that the filly was keen in the early part and kept fighting for her head and despite alerting the filly from the five furlongs she did not respond. He said that the filly is a bit keen even in work.

The video recording of Race No.86 was viewed and Trainer Zadmal Singh pointed out that the filly’s mouth was open and sadly the Jockey was unable to tuck her in and showed her day light thoughout the race. When asked about his future plans for the filly, he said that since the filly had kept her mouth open, he would use a Cross Nose Band and run her over a shorter trip.

Having heard the submissions made and having viewed the video recording of both the races, the explanation tendered by the Trainer and Jockey was noted.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “SUPERSTAR SUPREME” (S.MOSIN, DR.8) IN RACE NO.94 – THE AN ACQUIRED TASTE PLATE (DIV.I) (1200 METRES) RUN ON 3RD SEPTEMBER, 2017 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.52 – THE SUSPREME STAR PLATE (1200 METRES) RUN ON 19TH AUGUST, 2017 WHERE HE WAS RIDDEN BY JOCKEY J.E.PEREIRA (DR.5) AND HAD FINISHED LAST, A DISTANCE BEHIND :

The Stipendiary Stewards reported that they had questioned Trainer M. Narredu in the above connection. He stated that at the beginning of the season the horse was injured during morning work wherein his frog had been badly cut during the gallop. Thereafter the horse was in rest for about a week or so. He said that when Jockey J. E. Pereira rode the horse in the previous race, he had asked the Jockey to do his best. He said that the horse’s shoe had come off on the way to the starting gate and he was brought back to the Saddling Enclosure and re-shod before the race. He said that after the race Jockey J. E. Pereira had informed him that the horse was not right, however, the horse was fine and he was in work. He said that in Race No.94 he told Jockey S. Mosin that last time out Jockey J. E. Pereira was not confident about the horse but the horse was alright and he should ride him out confidently and do his best.

The video recording of Race No.52 was viewed and Trainer M. Narredu informed that even in Mumbai the horse had trailed the field. He agreed that there was an improvement in the performance of the horse, however, even the field had to be considered and also the fact that the horse’s shoe had come off and may be Jockey J. E. Pereira lacked the nerve to ride out, hence he trailed the field. When questioned about the choice of the rider in the previous outing, Trainer M. Narredu said that he had given the ride to Jockey J. E .Pereira since he works for him.

Having heard the submissions made by Trainer M. Narredu and having viewed the video recording of both the races, the Stipendiary Stewards were not satisfied with the explanation tendered by Trainer M. Narredu. In that, although the horse won at longer odds, however, the horse showed marked improvement in a short span of 15 days (had finished last, double distance behind in Race No.52) and the pattern of running was different. Therefore, the Stipendiary Stewards decided to fine him a sum of Rs.15,000/-.

RE : ENQUIRY INTO THE IMPROVED PERFORMANCE OF “SAMARJEET” (N.S.PARMAR, DR.10) IN RACE NO.95 – THE SO PERFECT PLATE (1600 METRES) RUN ON 3RD SEPTEMBER, 2017 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.35 – THE SOUTHERN COMMAND GOLD TROPHY (1400 METRES) (C.S.JODHA, DR.3) - RUN ON 13TH AUGUST, 2017 WHERE HE RAN UNPLACED:

The Stipendiary Stewards reported that they had questioned Trainer S. K. Sunderji was question in the above connection. He stated that in the previous race i.e. Race No.35 over 1400 metres the horse was ridden by Jockey C. S. Jodha. In that race, the horse ran in a Terms race for Maiden 3 year-olds, with horses rated higher than him and in addition conceded 1.5 kg. sex allowance to the fillies whereby he was at a disadvantage and finished fifth, about 9 ½ lengths behind the winner. Subsequently, he ran the horse after a gap of 21 days in Race No.95 over 1600 meres in a Class-IV Handicap race and declared Jockey N. S. Parmar. In this race the horse received weight from the other runners who were winners and although he won, however, there was no marked improvement and he had not breached the Calendar Notification Re: Comparative performance of Horses winning within a short span of time”. Tr. Sunderji added that he had given similar instructions in both the races i.e. to take a good jump, sit in mid bunch and to do the best and he had not fancied the horse both the times. Also, there was no change in the work pattern except that he had stepped up the distance by a furlong in Race No.95 so as to give the horse a chance.

Having heard the submissions made and having viewed the video recording of both the races, the explanation tendered by Trainer S. K. Sunderji was noted and the enquiry was closed.
