RE: ENQUIRY INTO THE RUNNING AND  RIDING OF “VENI VIDI VICI” IN RACE NO.282-THE LIONS INDIA EDUCATION PROMOTIONAL COUNCIL CUP DIV-II, RUN ON SUNDAY 27th MARCH  2016.

Trainer H. J. Antia was questioned in connection with the captioned matter. Trainer H. J. Antia stated that he had instructed the Jockey to sit 6th / 7th, come into the straight and to do his best. He said that the horse runs well when you wait on him. To a specific question, he said that this was the first time Jockey T. S. Jodha rode this horse, he is normally ridden by Jockey Amyn Merchant but since he was suspended on that day, he declared Jockey T. S. Jodha. He further stated that the gelding raced this time after a long gap i.e. he last raced on 21st February 2016, the reason being, he had suffered from colic and thereafter had diarrhoea and subsequently had fever because of which he lost a lot of weight (14kgs) and also lost form. To another question, Trainer Antia said that he was not in a hurry to race the gelding again considering the set back he had suffered.

As Jockey T. S. Jodha was unavailable, he was questioned in the morning of 10th April 2016. He stated that his instructions were to take a good jump and sit in mid bunch and thereafter coming into the straight to do his best and to use his whip only if he was in the fighting line. He added that after the race he had reported to the Trainer that the horse was not responding to which the Trainer informed him that the horse had come back after a long setback.

Further to the above enquiry held on 10th April 2016, Trainer H. J. Antia was again questioned with regard to the improved performance of his charge VENI VEDI VICI (WINNER) in Race No 311 -The Rustomji Byramji Trophy (Div-I) run on Saturday 9th April 2016.

Trainer H. J. Antia stated that the horse had raced 8 times during the current Mumbai Meeting and in all the starts he has been consistent except for one race where the gelding was ridden by Jockey T. S. Jodha in Race No.282  wherein he had performed poorly as the horse had come out of a set back and had lost 14 kg. He added that in the earlier enquiry he had stated that he was not in a hurry to race the horse, however, since the horse had recovered well and was able to gain the lost weight, he had raced the gelding.  To a specific question, Trainer Antia said that after his run in Race No.282, he had changed the work pattern to help the horse recover faster. He said that he had not fancied the horse in Race No.311 and the same reflects in the odds, however, the horse has run a far better race than what he had expected.

Having heard the submissions made and viewing the race, the Stipendiary Stewards are not satisfied with the explanation tendered by the Trainer and Jockey, and have decided :-

a)       To suspend Jockey T. S. Jodha w.e.f. 28th July, 2016 to 29th July, 2016 (both days inclusive) for riding an indifferent race in Race No.282 and Trainer H. J. Antia has been fined Rs.10,000/- for tacit approval.

b)       To fine Trainer H. J. Antia, a further sum of Rs.30,000/- for contravening the Calendar Notification Re : Horses winning in a short span of time” and the matter was reported to the Stewards for further action as they may deem fit.

The Stewards of the Club at their meeting held on Saturday, 23rd April, 2016 interviewed Trainer H. J. Antia and Jockey T. S. Jodha in the above connection and having heard them and having viewed the video of both the races, confirmed the punishment imposed on Trainer H. J. Antia and Jockey T. S. Jodha by the Stipendiary Stewards.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “ARSENAL”  IN RACE NO.295-THE JAYANT M SHAH PLATE, RUN ON SATURDAY 2nd APRIL 2016.

Trainer Mansoor Shah and App. S. A. Amit were questioned in connection with the above captioned matter. Apprentice S. A. Amit stated that he was instructed to sit 4th and to do his best. He said that soon after the start the mare lacked initial speed and ACHIEVE (App. Santosh. G) shifted in on to him due to which he could not sit well up and thereafter the entire filed had shifted in and he had no room to move forward and coming into the straight he had pulled his horse out and ridden out and had done his best. He said that in the previous outing also the mare had not shown initial speed.

Trainer Mansoor Shah stated that he had engaged App. S. A. Amit to ride as he wanted to claim allowance. Also, in his opinion App. S. A. Amit is a decent rider compared to the other apprentices and he had won a couple of races for him during the current meeting and that prompted him to declare this boy. The video of the race was viewed and thereafter on being questioned, Tr. Mansoor Shah stated that soon after the start the Apprentice was unable to get into a forward position and the way he sat in the first furlong the horse was deprived all the chances of winning. To a specific question, the Trainer said that he could not speak to the Apprentice immediately after the race as he had a fall after the race but subsequently when he spoke to him, the Apprentice informed him that soon after the start ACHIEVE (App. Santosh G.) had shifted on to him and hence he had dropped back and thereafter the entire field was in front of him and he had no room to sit well up. To another question, Trainer Mansoor Shah said that the horse was a hot favourite and he was not satisfied with the positioning of the horse in the initial stages of the race, however, it was difficult for him to state whether it was an inadvertent mistake on the part of App. S. A. Amit or it was deliberate.

After hearing the submissions made by both and having viewed the video of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by App. S. A. Amit. Further, the Trainer was also unhappy with the positioning of the horse in the initial stages of the race, as such, Apprentice S. A. Amit is being reported to the Stewards  for such action as they deem fit.

The Stewards of the Club at their meeting held on Saturday, 23rd April, 2016 interviewed Trainer Mansoor Shah and App. S. A. Amit who was accompanied by his Master, Tr. Adhirajsingh Jodha  in the above connection and having heard them and having viewed the video of the race, directed the Stipendiary Stewards to make further enquiries in the matter and to submit a report.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “CONGRESSIONAL” IN RACE NO. 275 – THE R.M. & RUKMANI GOCULDAS MILLION RUN ON SATURDAY 26th MARCH 2016 – TRAINER BEZAN CHENOY AND JOCKEY DASHRATH SINGH:

The Stipendiary Stewards reported that further to the complaint lodged by Mr. Bezan Chenoy and Owner, Mr. D. Chenoy immediately after the race in question and after reviewing various angles and the blow-up of the race in question, they again had a hearing with Trainer, Bezan Chenoy on 6th April in absence of Jockey Dashrath Singh as the Jockey had riding engagement elsewhere. After watching the blow-ups, the race in question and previous races,

Trainer Bezan Chenoy opined that even if the bit had shifted a little bit, there was no question of it to have come out of the mouth by the sheer nature of how its made and regardless of that, the main bit which is in the mouth and in contact with the reins lies still in the mouth and that the horse had a tongue strap. He reiterated that the Jockey had not followed his instructions, which were very clear. He had informed the Jockey that he should settle the horse behind either SOLOMON or BRYNHILL, who would be setting the pace in the small field. The Trainer felt there was no reason for him to show the horse daylight as he had done. He said that if you see the final verdict and how wide the horse had travelled through the race, you will see that he has not ridden to win. Also there was no reason for his left rein to be shorter than his right indicating that the Jockey himself has intended to take the horse wide. Lastly, he said that he had asked the boy not to use the whip and at best to slap him down the shoulders.  The Trainer said that he was not satisfied with the riding and wished that he had given this ride to his Apprentice, Santosh G. He said Dashrath Singh had ridden in this manner (poor) after having asked for the ride, which now makes him even more suspicious.

When questioned on 7th April, 2016, Jockey Dashrath Singh stated that the ring of the bit had come out from the mouth and he could not control the horse and therefore he was not able to follow the trainer’s instructions. He added that, after the race, on seeing the Chief Veterinary Officer, Dr. Anil Kumar, he had shown him that bit had come out. He had also shown it to his colleague, P. Trevor just after the race.

Keeping the above statements in mind, the Stipendiary Stewards, Jockey, Dashrath Singh and Trainer Bezan Chenoy met in Trainer Bezan Chenoy’s yard and saw CONGRESSIONAL with the bit in question, Jockey Dashrath Singh was asked to show us how the bit had come out of the mouth which he did only after the bridle was loosened. To a question Jockey, Dashrath Singh stated that he could not control the horse throughout the race. He only observed that the ring had come out after the race and that is when he showed it to various people. The Syce of the horse when questioned stated that the ring had shifted but not come out of the mouth.

After considering all statements, watching the replay, blow ups and the live demonstration by Jockey Dashrath Singh, the Stipendiary Stewards observations of this whole incident is that If the bridle was loose & the bit was out, why did the Jockey not fix the equipment before the race. Keeping the above in mind & the complaint of the Trainer and Owner, the matter is being reported to the Stewards for any action they may deem as fit.

The Stewards of the Club at their meeting held on Saturday, 23rd April, 2016 interviewed Trainer Bezan Chenoy and Jockey Dashrath Singh in the above connection and having heard them and having viewed the video of the race, decided that no action was called for in the matter.

RE: ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “PAPAKURA” IN RACE NO. 5 (182) – THE DR. M.A.M. RAMASWAMY SPRINT MILLION: RUN ON 7th FEBRUARY, 2016.

Trainer S. S. Shah was questioned in connection with the above captioned matter. He stated that PAPAKURA is a 7 year old and has had soundness issues apart from being a dry coated animal. During the last Pune Meeting he developed a hock infection and was sparingly raced. In race No. 53 he had rushed the front gates and bolted riderless and was caught after 200 metres. He has been working in the pool and in trot since then, barring a few 2-3 furlong spurts. Trainer Shah went on to add that after seeing his performance in the 7 furlong race, he thought it was time to retire him. However being the Derby day and a million he thought of running the gelding in the race in question. Knowing that the gelding won’t handle the pace if he went to the front, he instructed the Jockey to take a good jump, come to the rails, settle the gelding and ride a waiting race right up till 2 furlongs from the post. To his surprise the gelding came out and won. To a specific question, Trainer Shah stated that the gelding is due to run soon in a 7 furlong race.

Taking into consideration that PAPAKURA is a 7 year old, has had soundness issues, has not received any major change in his training pattern (as verified from the work and medical logs), as also the fact that the gelding was at longer odds, the above submissions tendered by Trainer S. S. Shah have been noted.

RE: ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “BORN TO WIN” IN RACE NO. 3 (171) – THE KINGFISHER BUZZ – LIFE IS DELICIOUS – CUP DIV I: RUN ON 6th FEBRUARY, 2016.

Trainer S. S. Shah was questioned in connection with the above captioned matter. He stated that BORN TO WIN’s first race in the current Mumbai Meeting was a 5 furlong race with a big field where he finished 10th. Being a full brother to Papakura he chose to run him in a 7 furlong race so as to give him some more ground. In this race BORN TO WIN was ridden by Jockey Zameer Sayed who was asked to jump out well, sit 3rd/4th and to do his best in the straight. However the gelding finished a dismal last.  He went on to add that after the race Jockey Zameer Sayed told him that the gelding is an out and out sprinter. Going by this, Trainer S. S. Shah chose to run him in a 5 furlong on the Derby weekend i.e. the race in question, and this time had him partnered with App. H. Zeeshan, who had ridden him during the last Pune Meeting. Trainer S. S. Shah reiterated that his only motive of running BORN TO WIN in a 7 furlong was to see whether the gelding can stay or not as he has barely raced at this distance.

Taking the above into consideration as also the fact that the gelding was at longer odds and that there has been no drastic change in the training pattern (as verified from the log book), the explanation tendered by Trainer S. S. Shah has been noted.
