ADDITIONAL REPORT:

RE:ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “LAS SALINAS”  IN RACE NO.293-THE JEHAN NUMA PLATE (DIV-I), RUN ON SATURDAY 2nd APRIL 2016 WHICH THE MARE WON AS COMPARED TO HER PREVIOUS RUNS :

Trainer D. J. Surti was questioned in the above connection. He stated that in Race No.200  which was over 7 furlongs, LAS SALINAS had finished 6th and was about 5 lengths from the winner and the common horse, ARMEL had finished about 8 lengths behind LAS SALINAS. He said that in the mare’s next start in Race No 254 over 6 furlongs on 17th March 2016, he had declared App. Vishal considering that she had run a forward race in Race No.200 and he wanted to give her a better chance by claiming allowance, however, the mare finished a poor 7th, about 15 lengths behind the winner whereas the common  horse ARMEL finished about 5 ½  lengths ahead of her and he attributed the poor performance of the mare in Race No.254 to his choice of rider. He said that subsequently, ARMEL came out and won in Race No.287 i.e. Div.II of the same race, clocking 1 Min. 12.80 seconds and LAS SALINAS won in Race No.293 i.e. Div.I, clocking 1 Min. 13.44 seconds, both the horses going start to finish in their respective race. He further pointed that Jockey T. S. Jodha had used the whip 12 times whereas in Race No 254 the mare was ridden by App. Vishal and may be she did not respond without the whip. He added that LAS SALINAS had her set of problems and it was her maiden win in Race No.293 on 2nd April, 2016. He submitted the medical records of the mare.

Having heard the submissions made and not being satisfied with the explanation tendered, Trainer D. J. Surti has been fined a sum of Rs.30,000/- for contravention of the Calendar Notification - Re : “Horses winning in a short span of time” keeping in mind that the horse was backed down.

RE:ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “ARMEL” IN RACE NO.287-THE JEHAN NUMA PLATE (DIV-II), RUN ON SATURDAY 2nd APRIL 2016 WHICH THE GELDING WON AS COMPARED TO ITS PREVIOUS RUNS:

Trainer H. J. Antia was questioned in the above connection. He stated that most of the time the gelding was ridden by Jockey Hanumant Singh and his instructions were the same on all occasions, i.e. to jump and hit the front, somehow the gelding was unable to go to the front in the hands of Jockey Hanumant Singh. He added that when the gelding was ridden by Jockey S. P. Ranjane in Race No.200, he went to the front and after that race the owners were of the opinion that the gelding has improved and asked him to declare Jockey Hanumant Singh in Race No 254 wherein he

had again instructed him to go to the front and to do his best. He reiterated that the gelding had never gone to the front with Jockey Hanumant Singh whereas he has easily gone to the front with Jockeys S. P. Ranjane and T. S. Jodha.

Trainer H. J. Antia further stated that ARMEL is a 7-year-old gelding, rated 10, and as such is not eligible to go to Pune. In view of this, he has been trying to sell the gelding and retire it from racing and had shown the horse to Mr. Mitesh Mehta of ARC, Col. G. M. Khan and a few people from Rajasthan and had also contacted Mrs. Nina Lalvani to help him find a buyer but was unable to find takers for him.

Trainer H. J. Antia’s attention was drawn that in its previous start in Race No 254 the horse had finished 10 lengths behind the winner and there was a change in the pattern of running wherein the gelding went to the front in the race in question and showed a vast improvement in a short span of time i.e.16 days

Not being satisfied with the explanation tendered by Trainer H. J. Antia, he has been fined Rs.20,000/- for contravention of the Calendar Notification - Re : “Horses winning in a short span of time”.

RE:ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “SHIVALIK ROSE” IN RACE NO.306-THE NARAYANDAS J DAVE PLATE,  RUN ON SATURDAY 9th APRIL 2016 WHICH THE FILLY WON VIS-A-VIS RACE NO.274-THE COTSWOLD ARMS PLATE, RUN ON SATURDAY 26th MARCH  2016 WHERE SHE WAS UNPLACED:

Trainer Vinesh was questioned in connection with the captioned matter. He stated that the filly came under his charge during the current Mumbai Meeting and was unraced. He said that every time the filly raced, he had instructed the Jockeys to do their best,  in her second run i.e. Race No 241 over 1200 Metres, the filly ran 4th and then subsequently the filly ran in Race No.274 where she carried top weight and ran a disappointing race. He said that in the race in question, the filly ran at level weights with the other runners and furthermore she was better placed since he claimed an allowance of 2.5 Kg. He opined that in Race No.274 the filly was travelling on the inside and possibly did not enjoy it, therefore, in the race in question, he had specifically instructed Apprentice Jorawar Singh to place her on the outside and make his run from there. He said that in comparison to the last run, the filly had shown improvement probably because she was carrying top weight in Race No. 241 and this time out he had claimed allowance which may have worked in her favour. To another question, he stated that his instructions were the same on both occasions i.e. to sit 4th / 5th and coming into the straight to do their best. He added that Jockey D. A. Naik who rode the filly in Race No.241, had reported to him that the filly did not gallop along the inside.

After hearing the submissions made by Trainer Vinesh and having viewed the video of both the races and keeping in mind the vast improvement shown by the filly in comparison to the common horses i.e. JIBUTI, SOU’WESTER and GOLDSMITH, especially considering that the filly had run about 8 ½ lengths behind JIBUTI in race No.274 and in the race in question she had beaten the same horse by 4 ¾ lengths  and also, the filly had won in a short span of time thereby contravening the Calendar Notification Re : “Horses winning in a short span of time”, Trainer Vinesh has been fined a sum of Rs.20,000/-

RE:ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “FRANKEST” IN RACE NO.313-THE QUEST FOR CASH PLATE (DIV-II), RUN ON SUNDAY 10th APRIL 2016 WHICH THE GELDING WON  VIS-A- VIS RACE NO.241-THE KEUKENHOF PLATE, RUN ON SATURDAY 12th MARCH  2016 WHERE HE WAS UNPLACED:

Trainer Nirad Karanjawala was questioned in connection with the captioned matter. He stated that in the race in question, he had discontinued the use of “BLINKERS” as mentioned by him during the previous enquiry in Race No. 241. He explained that in Race No.158 at Pune the gelding had finished a close 2nd and it was after that race, on the advice of Jockey Amyn Merchant, he had put on “BLINKERS” on the horse,  however, in Race No.194 during the Mumbai Meeting when the gelding was ridden by Jockey Neeraj Rawal, after the race he was advised by the Jockey that the gelding may race better without the “BLINKERS”, hence he had decided to discontinue the use of “BLINKERS”.  Also, the race in question was for horses that have “RUN AND NOT WON” and the favourite

RELENTLESS PURSUIT, the only horse with some form, was observed after the race to have broken a blood vessel. Further, if one looks at the timings, FRANKEST has been very consistent throughout except for Race No. 241 where he performed below expectation and he was unable to understand the reason for the same. He stated that owing to the gelding’s poor performance in Race No 241 he had changed the work pattern which may have helped the horse. To another question, the Trainer stated that in the previous enquiry he had mentioned that he would be racing the gelding in a 1600 Metres race but due to non availability of a race for the said distance, he had raced the horse in this particular race over 1200 metres.

After hearing the submissions made by Trainer Nirad Karanjawala and having viewed the video recording of both the races, the Stipendiary Stewards are not satisfied with the explanation tendered by the Trainer for the following reasons :-

a)       He has not given a satisfactory reply in connection with the poor performance in Race No.241;

b)       In the previous enquiry, he has misled the Stipendiary Stewards;

c)       In Race No.241 the horse ran as a favourite with a top Jockey and put up a poor show for which the Trainer has no reasonable explanation;

d)       In Race No.311, the horse has won well backed.

In view of the above, Trainer Nirad Karanjawala has been fined Rs.50,000/-.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “ESPADA” IN RACE NO.273-THE RAJCOOMAR GUJADHUR MEMORIAL TROPHY (DIV_II), RUN ON SATURDAY 26th MARCH  2016.

Trainer Sangramsinh N. Joshi and Apprentice S. Joseph were questioned in connection with the above captioned matter. Trainer Sangramsinh N. Joshi stated that he had instructed App. S. Joseph to take a good jump and sit in a forward position and to do his best. To a specific question, the Trainer said that on entering the straight the Apprentice had waited for a few strides before riding out. Further, he was of the opinion that if the Apprentice had ridden out from the top of the straight the gelding would have run a much better race. To another question, the Trainer said that he was not complaining or reporting the Apprentice, however, he had just put forward his observations.  The video of the race in question was viewed.

Apprentice S. Joseph confirmed the instructions and he accepted that he had waited for a couple of strides before ridding out in the straight. To a specific question, Apprentice S. Joseph said that he has ridden four winners till date, out of which, one winner was during the current meeting on HEART OF THE CITY in Race No.206. The winning ride of the apprentice was also viewed.

After hearing the submissions made and keeping in mind the inexperience of the Apprentice, no action has been initiated into the matter. However, Apprentice S. Joseph was asked to be more vigorous in his ridding efforts and also to follow his ridding instructions in all his future engagements.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “RELENTLESS PURSUIT” IN RACE NO.276-THE RAJCOOMAR GUJADHUR MEMORIAL TROPHY (DIV-I), RUN ON SATURDAY 26th MARCH  2016.

Trainer C. Rajendra and Jockey Hanumant Singh were questioned in connection with the above captioned matter. Trainer C. Rajendra stated that he had instructed the Jockey to take a good jump and sit well up, give the gelding a chance to settle and to do his best. To a specific question, he said that in the previous outing the gelding was ridden by Jockey P. Trevor and prior to that by Jockey Dashrath Singh as he had fancied the gelding. He said that RELENTLESS PURSUIT is a chocker and was operated for the same when he was under the charge of Trainer Fasial A. Abbas which he was not aware of and once the same came to light, he has gradually reduced the distance starting from 1400 metres to 1000 metres. Further, the gelding has the habit of hanging-in in the straight which is evident in his previous starts when he was ridden by Jockey P. Trevor.

Jockey Hanumant Singh confirmed the instructions and stated that coming into the straight the gelding responded to his urgings initially but thereafter hung-in, and in his opinion he was leaning in for support of the other runners. The video of the race was viewed and thereafter on questioning, Jockey Hanumant Singh reiterated that the gelding responded initially but thereafter started to lean inwards. He added that this was a “No Whip Race” and he had done his best.

To a further question, Trainer C. Rajendra said that he was planning to race the gelding the following week and probably would claim allowance. On being questioned about the choice of Jockey, the Trainer said that he had first offered the ride to Jockey Dashrath Singh who refused the ride and hence he declared Jockey Hanumant Singh who works for him.

After hearing the submissions made, Trainer C. Rajendra was informed that the enquiry was being kept open and a close watch would be kept on the future runs of the gelding.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “WINDS OF CHANGE” IN RACE NO.286-THE LIONS INDIA EDUCATION PROMOTIONAL COUNCIL CUP DIV-I, RUN ON SUNDAY 27th MARCH  2016.

Trainer H. J. Antia and Jockey Vikram Jodha were questioned in connection with the above captioned matter.  To a specific question, Trainer H. J. Antia stated that Jockey Vikram Jodha had ridden out the horse and also used the whip 7 to 8 times in the straight, in the last 100 metres or so he put away his whip and rode out hands and heels. He added that if the Jockey had given one extra crack in the last 30 metres, probably he may have finished 2nd but still it was too close to call. He reiterated that Jockey Vikram Jodha had not stopped riding but had just put his whip away in the last 30 metres and also that he had already used the whip 8 times during the race.

Having heard the submissions made and viewing the video of the race, no action has been initiated in the matter. However, Jockey Vikram Jodha has been told to ensure that he takes all reasonable measures to obtain the best possible position in a race, in the future.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “ENGLISH LASS” IN RACE NO.287-THE JEHAN NUMA PLATE (DIV-II), RUN ON SATURDAY 2nd APRIL 2016.

Trainer Vijay Kasbekar and Jockey D. A. Naik were questioned in connection with the above captioned matter. Trainer Vijay Kasbekar stated that he had instructed the Jockey to sit in 7th /8th position and to do his best. He said that he had fancied the mare but he was not very strong. He said that the mare is a roarer and has the tendency to

choke and this was the best run of the mare and he took no exception to the Jockey’s riding. On being questioned about his future plans for the mare, he said that he was planning to run her on the 24th of April 2016. To another question, he said that Jockey D. A. Naik works for him but he had not ridden this mare in work.

Jockey D. A. Naik confirmed the instructions and said that he had done his best. On being questioned about his riding efforts, Jockey D. A. Naik said that when he used the whip once the mare got into a good rhythm, however, as she has the problem of choking, he did not continue to use the whip further.

After hearing the submissions made and considering that the mare was at longer odds, no action has been initiated in the matter. However, Trainer Vijay Kasbekar and Jockey D. A. Naik have been informed that the enquiry was being kept open and a close watch would be kept on the future runs of the mare, especially its running pattern.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “BULLDOZER” IN RACE NO.296-THE SOLAR KISS PLATE (DIV_II), RUN ON SUNDAY 3rd APRIL 2016.

Trainer Faisal A. Abbas and App. R. Ajinkya were questioned in connection with the above captioned matter. Trainer Faisal A. Abbas stated that he had instructed App. R. Ajinkya to try and go to the front, if not, to sit close 2nd /3rd and to do his best. App. R. Ajinkya confirmed the instructions and stated that at the start HIDDEN SOUL (P. Trevor, dr.7) shifted out on to him due to which he was unable to push and go to the front as he feared that he would clip the former’s heels. The video of the race was viewed and thereafter on questioning, App. R. Ajinkya said that if he had tried to go to the front, he would have to travel wide.

Trainer Faisal A. Abbas stated that Apprentice R. Ajinkya had not followed his instructions and after the race when he had questioned the Apprentice as to why he had not gone to the front, he said that he was trying to save the horse and not use him in the initial stages of the race. He said that he had mentioned to the Stipes after the race that Apprentice R. Ajinkya had not followed his instructions.

After hearing the submissions made and having viewed the video of the race and keeping in mind that the Trainer was unhappy with the riding, App. R. Ajinkya has been suspended w.e.f. 28th July, 2016 to 7th August, 2016 (both days inclusive) for not following the Trainer’s instructions (permitted to ride work/mock race).

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “FURY” IN RACE NO.298-THE KARL UMRIGAR TROPHY , RUN ON SUNDAY 3rd APRIL 2016.

Trainer M. Narredu and Jockey S. Zervan were questioned in connection with the above captioned matter. Jockey S. Zervan stated that he was informed that the horse was quick from the gates and his instructions were to jump out and sit in a decent position, wherever he was comfortable and to do his best. He said that the filly had jumped out keen but the horse next to him i.e. CAPTAIN (A. Sandesh, dr.1) was pushing to go to the front, hence he decided to settle the filly behind CAPTAIN. However, from the 5 furlongs onwards, his filly started grabbing the bit and was hanging out and from thereon he tried to keep the filly as straight as possible. He further stated that coming around the final bend, the filly hung out badly despite his whip being in the left hand  and he also gave her a couple of cracks to correct her but the filly was persistent thereby not giving him the opportunity to ride her out.

The video of the race was viewed and thereafter on being questioned, Jockey S. Zervan stated that every time he used the whip, the filly straightened but immediately thereafter she hung out again. To a specific question, the Jockey said that he was worried that if he had got into the filly much earlier she would have ended up on the outer railing. He also pointed out that he knew the minute he would have pulled out his whip, he would not be able to control her with one hand and hence waited till she came on an even keel.

Trainer M. Narredu confirmed the instruction and said that Jockey S. Zervan had settled the filly well and after the race he had reported to him that the filly hung out in the race. To a specific question, he said that he had seen the replay of the race and in his opinion when the Jockey picked up the stick, the filly came in. He said that it was a split second decision as to when the Jockey should go for the stick. To another question, Trainer M. Narredu said that the Vets had checked the filly after the race and she was sound and he may have her mouth checked for dental issues before running her again.

After hearing the submissions made and considering that the filly had hung out and the Jockey could not have made his move earlier than he did, the enquiry has been closed. However Trainer M. Narredu has been asked to take remedial measures before next accepting to race the filly.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “WESTERN LIGHTS”  IN RACE NO.307-THE RUSTOMJI BYRAMJI TROPHY(DIV-II), RUN ON SATURDAY 9th APRIL 2016:

Trainer Mansoor Shah and Jockey N. Tauseef Ahmed were questioned in connection with the above captioned matter. Trainer Mansoor Shah stated that he had instructed the Jockey to take a good jump, sit well up and to do his best in the straight. He said that the gelding was a little inexperienced. Also, this was the first time he had declared Jockey N. Tauseef Ahmed, he was unaware of his riding capabilities but declared him because he was working for him.

The video of the race was viewed and thereafter on questioning, Jockey N. Tauseef Ahemd confirmed the instructions and stated that the gelding was very fractions in the gates and in his opinion he was a little inexperienced because when he came out of the gates he was hesitant to stride out and thereafter coming into the straight when he used the whip from the right, the horse shifted out and when he changed his whip hand and used the whip from the left the gelding shifted in, thereby making it difficult for him to ride out. Also, the horse was erratic in the straight.

Trainer Mansoor Shah stated that may be, the horse was running green in the straight as he had shifted in and out and the Jockey had reported the same to him after the race.

After hearing the submissions made and having viewed the video of the race  and considering that it was the Jockey’s first ride in Western India and the Trainer was also of the opinion that the gelding was inexperienced and had maintained an erratic course in the straight, Trainer Mansoor Shah has been asked to show the gelding to the satisfaction of the Stipendiary Stewards in a mock race before next accepting with him to race and Jockey N. Tauseef Ahmed has been asked to be more vigorous in his riding efforts in the future.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “SEACAUCUS” IN RACE NO.311-THE RUSTOMJI BYRAMJI TROPHY (DIV.I), RUN ON SATURDAY 9th APRIL 2016.

Trainer Arif Patel and Jockey Kiran Naidu were questioned in connection with the above captioned matter. Trainer Arif Patel stated that he had instructed the Jockey to take a good jump and ride out in the straight and do his best. He said that he had seen the replay of the race and in his opinion the mare was finishing on in the straight. On being questioned about the Jockey’s riding effort, the Trainer said that after the race the Jockey had reported that the filly was running green and he was satisfied with the riding efforts.

Jockey Kiran Naidu confirmed the instructions and stated that the filly was galloping in patches. To a specific question, the Jockey accepted his mistake that in the last 100 metres he had stopped riding for a couple of strides as he thought the winning post had come and when he realized that there was another 100 metres to go, he once again got into the horse and rode out. He said that he had used the whip 6 times in the straight.

After hearing the submissions made and having viewed the video of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by them and have suspended Jockey Kiran Naidu w.e.f. 28th July, 2016 to 29th July, 2016 (both days inclusive) (permitted to ride work/mock race) for riding an indifferent race and Trainer Arif Patel has been fined Rs.10,000/- for tacit approval.

RE:ENQUIRY INTO THE RUNNING AND  RIDING OF “NAME OF THE GAME”  IN RACE NO.316-THE REGAL EQUITY PLATE (DIV-I), RUN ON SUNDAY 10th APRIL 2016:

Trainer C. Rajendra and Jockey D. A. Naik were questioned in connection with the above captioned matter. Trainer C. Rajendra stated that he had informed the Jockey that there are a few fast horses in the race and accordingly had instructed him to take a good jump, settle the filly in 4th / 5th position, give her a chance and thereafter ride his own race. Jockey D. A. Naik confirmed the instructions.

The video of the race was viewed and thereafter on questioning, Tr. C. Rajendra said that in Race No.95 the filly was ridden by Jockey P. Trevor and had finished 2nd. Thereafter, in Race No.252 he decided to claim allowance and had declared App. Vishal but to his disappointment the filly ran a poor race. He added that in the race in question, the filly once again ran a poor race and attributed the same to the filly being dry coated and maybe she was feeling the heat. On being questioned about the Jockey’s riding efforts in the straight, Tr. C. Rajendra  said that as the filly was feeling the heat, he had instructed the Jockey to use the whip only if the filly was responding to his urgings in the straight or else not to punish her. Jockey D. A. Naik accepted that he had only given the filly a few backhanders and said that

the filly was not responding hence he did not punish her. To a specific question, Trainer C. Rajendra said that he was not planning to run the filly again during the current Mumbai Meeting.

After hearing the submissions made and keeping in mind that the filly was at longer odds, no action has been initiated in the matter. However both Trainer C. Rajendra and Jockey D. A. Naik were informed that the enquiry has been kept open and a close watch will be kept on the future performance of the filly.
